conditions. The secretary may recommend that a general permit be issued subject to certain terms and conditions, including such conditions as specific facility design requirements, methods of operation and handling, site requirements, and geographic limitations. The board or secretary may impose terms and conditions on a general permit as may be necessary to ensure compliance with this article and the provisions of SDCL title 34A.
