requirements. The owner or operator shall sample designated monitoring wells for parameters required by § 74:27:20:02. The secretary may require all sampling required by chapter 74:27:20 to be conducted by an independent, third-party groundwater scientist or engineer licensed to conduct business in South Dakota.
