recommendation. The department shall make a recommendation on a permit application 30 days before the hearing date for large-scale operations or 15 days before the hearing date for small-scale operations. The recommendation shall include proposed permit conditions and reasons for approval or denial of the application. A copy of the recommendation shall be transmitted by the department to the applicant, the county commission of a county containing affected land, interested persons, intervening parties, and review agencies.
