by covered party. Any covered party must cooperate with the secretary in the investigation, settlement, or defense of any claim or suit, permit access to records or the involved property, and assist the secretary in the enforcement of any right against any person who may be held liable for reimbursed compensatory damages. No covered party may, except at the covered party's own cost, voluntarily pay any compensatory damages, assume any obligation, or incur any expenses, other than for first aid, without the secretary's prior consent.
