74:50:02:09Prehearing motions.

Any party may make a prehearing motion by filing the motion in writing with the department before the date set for the prehearing conference. Copies of the motion shall be served upon the chair of the hearing or the secretary and all parties of record. The motion shall contain the factual and legal bases for the motion. The motion shall be heard and a decision on it made by the chair of the hearing or the secretary at the prehearing conference.
