for certification of compliance with water quality standards for dredge and fill permits. The secretary shall ensure that public notice of any proposed actions for water quality certification under § 404 of the Federal Water Pollution Control Act as amended to February 4, 1987, is provided in accordance with § 74:52:05:13, either by the responsible federal agency or by the department. The public notice must be sent to the applicant, to applicable city and county officials, to adjoining property owners, and to applicable state and federal agencies. The secretary shall mail a copy of the public notice to any party requesting a copy.
