noncontinuous discharges. Permit conditions for noncontinuous discharges shall be particularly described and limited, considering the following factors, as applicable: (1) Frequency of discharge; (2) Total mass of pollutants discharged; (3) Maximum rate of discharge of pollutants during the discharge; and (4) Prohibition or limit of specified pollutants by mass, concentration, or other measure.
