proposed permit upon approval of application. If the secretary tentatively decides to issue a SWD permit or general permit, the secretary shall prepare a proposed SWD permit or a proposed general permit that contains the following information: (1) All conditions under §§ 74:52:03:02 to 74:52:03:10, inclusive, and when applicable, conditions under §§ 74:52:03:11 and 74:52:03:12; (2) All compliance schedules under § 74:52:03:22; (3) All monitoring requirements under § 74:52:03:26; and (4) All applicable effluent limitations, standards, prohibitions, and variances.
