residential and nonresidential establishments. All individual or small on-site wastewater treatment systems shall be designed to have a capacity at least equal to the anticipated maximum daily flow. For existing facilities where the average daily flow is measured, the anticipated maximum daily wastewater flow shall be assumed to be 150 percent of the average daily flow as the basis for the design of the system. In other cases, the anticipated maximum daily flow capacity shall be determined according to the type of facility as set forth in Table 2.
