Fee for older noncommercial vehicles--Limitations. If any noncommercial motor vehicle, according to the manufacturer's model year designation, is ten years old or more on January first of the year for which a license fee is required, such the fee shall be seventy percent of the fee ordinarily prescribed. However, if any noncommercial motor vehicle subject to the license fee provided in § 32-5-6.3 is forty-five years old or more on January first of the year for which a license fee is required, the fee may not exceed one hundred fifty dollars. 10
