Service animals in training can now accompany their trainers in public places like restaurants and stores, just like fully trained service animals can accompany people with disabilities. The bill adds this right for service animals still in training while keeping the existing rule that disabled people and their trained service animals are not charged extra fees. Business owners who refuse to allow these in-training animals face the same penalties as those who refuse trained service animals.
