South Dakota is appropriating $450,000 to the Department of Revenue to pay tax refunds owed to elderly people and people with disabilities under existing state law. Up to $20,000 of that money can be used to cover the administrative costs of processing these refunds. The bill declares this an emergency so the funding takes effect immediately.
