. 5-15-2. Appointment and terms of commission members. The commission consists of one : (1) One nonappointed member, who shall be the mayor of Pierre or the mayor's designee, and seven ; (2) Seven appointed members, not all of whom may be of the same political party, to be appointed by the Governor for a term of four years; (3) Two members of the Senate, not of the same political party, to be appointed by the president pro tempore of the Senate for a term of two years; and (4) Two members of the House of Representatives, not of the same political party, to be appointed by the speaker of the House of Representatives for a term of two years. Any member appointed to fill a vacancy arising from other than the natural expiration of a term shall serve for only the unexpired portion of the term. 18
