. 12-19-1. Absentee ballot--Persons entitled to vote. A registered voter who is not otherwise disqualified by law from voting in the election may vote by absentee ballot. The secretary of state may not mail: (1) An absentee ballot unless the voter has complied with §§ 12-19-2 or 12-19-2.1; or (2) An application for an absentee ballot unless the voter has requested it. 9
