South Dakota's hunter mentoring program currently requires that either the child or the hunting mentor be a state resident; this bill changes that to require that both the child AND the hunting mentor be South Dakota residents. The bill also clarifies that hunting mentors must have appropriate hunting licenses (small game or waterfowl licenses for those hunts, or possess the child's big game license) and reorganizes the rules about when mentors can be armed during mentored hunts.
