The school board of any school district of in this state or any board of education governing elementary or secondary education may, by a majority vote may, become a member of an association with other schoolrepresenting such boards of South Dakota upon payment ofand may pay the requisite annual dues to the associationby the district. All school board. Upon payment, all members of that district or other bodythe board become members of such the association for the period covered by the payment of the dues. Each January, at the time and in the manner requested by the chair of the government operations and audit committee , the executive director of any association representing boards, as referenced in this section, shall provide a report that: (1) Sets forth the dues paid by each board to obtain membership in the association; (2) Describes the services provided by the association to members within the dues structure; (3) Describes all services made available to members outside of the dues structure and the amount paid by each board for each service; (4) Describes any role performed by the association, or any employees or association board members, in the administration of insurance pools, including those that offer health, property and liability, and workers' compensation insurance; (5) Sets forth the compensation, both direct and indirect, received by the association, or any employees or association board members, for the performance of any role described in subdivision (4); 25 (6) Lists the time, place, and date of all meetings, conferences, and webinars, to which members were invited during the preceding calendar year, together with the agenda for each, and any fees paid by each board for such attendance or participation; (7) Describes the role of the association, including any employees or association board members, in providing control of, direction to, or input regarding the activities of any national organization in which the association is a member; and (8) Sets forth the dues paid by the association to any national organization in which the association is a member. 11
