SB90Enacted

revise certain provisions regarding local building codes.

South Dakota cities and counties can now adopt building codes for homes and townhouses up to three stories tall, but only by using the 2018 International Residential Code as their base standard. Local governments cannot require sprinkler systems in homes or impose building rules stricter than what's in that model code or existing state law. This gives municipalities a consistent code to follow while preventing them from adding extra safety requirements beyond the statewide baseline.

SB17Enacted

revise provisions regarding cost reimbursement associated with medical cannabis.

This bill clarifies that health insurance companies, workers' compensation insurers, and government medical assistance programs are not required to pay for medical cannabis costs. The change makes explicit that private property owners, landlords, and businesses also cannot be forced to allow cannabis use or cultivation on their premises, even for medical purposes.

HB1089Dead

revise provisions related to abandoned mobile or manufactured homes.

HB1089 clarifies the process for property owners to sell or dispose of abandoned mobile or manufactured homes left on their land, requiring them to send certified notice to the home owner, any occupants, and lienholders after a court issues a writ of possession and give 30 days to remove the home. The bill also caps any unpaid lot rent that can be claimed against the sale proceeds to no more than two months of rent at the previously agreed rate.
