All pipelinesAny company holding themselves itself out to the general public as being engaged in the business of transporting commodities for hire, by pipeline, are is a common carriers and are carrier and is not subject to the provisions of Title 49 this title, except as otherwise provided by this chapter and chapter 49-41B. For purposes of this section, the term "commodities" does not include hydrogen. Nothing in this section authorizes the condemnation of private land by any company for the purpose of building a pipeline to transport hydrogen. 11
