South Dakota will provide one free certified birth certificate to people experiencing homelessness, removing the usual fee that normally applies under current law. To qualify, a homeless person (or their representative) must submit an application along with an affidavit signed by both the person and a homeless services provider—such as someone from a shelter, food bank, housing assistance program, or social services agency—confirming their homelessness.
