This bill prohibits South Dakota school districts from charging students who qualify for reduced-price meals under federal lunch and breakfast programs—they can only charge full-price and free-meal students. The state department of education will now calculate and reimburse school districts annually for the cost of providing these reduced-price meals to eligible students, offsetting the revenue districts lose by not charging these students.
The amendment restructured the reimbursement calculation to multiply the difference between free and reduced-price meal reimbursement rates by the number of reduced-price meals served, replacing the previous language about reimbursing reduced-price meal costs directly.
The amendment removed formatting markup and legislative process language from the engrossed version, converting it to the enrolled format with signature blocks and certification pages for executive processing.
