This bill reorganizes how school districts can spend money from their capital outlay fund by converting a general list of permitted uses into a numbered list that more clearly defines four categories of allowed spending: required expenditures for property and equipment acquisitions, land and facility improvements, equipment lease-purchase payments, and debt payments and insurance costs. The bill also adds a new allowance for districts to use up to 15 percent of student transportation contract costs or mileage reimbursement costs from the capital outlay fund.
