The state is giving the University of South Dakota $40 million to design and build a new indoor athletic facility that includes an indoor track, jumping and throwing areas, practice spaces, and seating for 2,000 spectators. The Board of Regents can adjust the budget up to 25% higher to account for inflation and any new regulations that come up during construction. The bill declares this an emergency measure, allowing it to take effect immediately.
