South Dakota now requires electric vehicle owners to pay an annual $100 fee when they register their vehicles each year, in addition to regular license fees. The amendment clarifies that the electric vehicle fee applies only to vehicles where an electric motor is the *sole* source of propulsion (excluding hybrids) and makes minor technical corrections by changing "shall" to "must" throughout and updating regulatory language. This NARROWS the bill's scope to exclude plug-in hybrids and similar vehicles with dual propulsion systems.
The amendment doubles the annual electric vehicle registration fee from fifty to one hundred dollars, STRENGTHENING the bill's original purpose of increasing revenue from EV owners. The change also converts the bill from engrossed to enrolled status with minor grammatical updates (changing "shall" to "must" throughout and clarifying language definitions), making it ready for final enactment.
