This NARROWS the bill from establishing state-level permitting authority to merely clarifying existing state law's interaction with federal permits.
The enrolled version removed a "hoghouse" notation indicating extensive amendments and cleaned up the bill's formatting and procedural language, but the substantive policy—authorizing egg salvage only for individuals holding a federal migratory bird special purpose salvage permit and prohibiting salvage of eggs from fully protected bird species—remains unchanged from the engrossed version.
