South Dakota is creating a new "avian special purpose salvage permit" that allows people to legally collect dead birds for scientific, educational, or other approved purposes. The permit is being added to the state's list of hunting and fishing licenses, and the Department of Game, Fish and Parks will establish the specific rules for who can get one and what they can do with salvaged birds.
