South Dakota veterans with service-related disabilities and their surviving spouses can now petition their county commissioners for refunds of property taxes paid in the previous four years if they missed the deadline to apply for their home exemption. Previously, veterans who failed to meet application deadlines lost the exemption entirely with no recourse; this bill gives county commissioners discretion to grant refunds for back taxes on properties that would have qualified for the exemption.
