The amendment standardizes language throughout the campaign finance disclosure filing requirements by changing references to "A" year-end statements to "An annual" year-end statements and removing the phrase "In even-numbered years" from amendment filing provisions to make them apply in all years rather than only even years. This BROADENS the amendment filing requirement to apply uniformly across all election cycles for all types of political committees.
