South Dakota is changing who can get a nondomiciled commercial driver license by replacing the old eligibility rules with new restrictions that limit licenses to specific groups: people with certain work visas (H-2A, H-2B, or E-2), people from U.S. territories with those same visas, and people from states whose commercial licensing programs are decertified. Non-citizens applying must also provide an unexpired foreign passport and valid form I-94 documentation proving their legal status to work in the U.S.
This bill does not directly amend codified state law.
