State agencies must now consult with the Aeronautics Commission before buying, selling, or getting rid of aircraft they own or operate, and the Commission must provide written advice to both the Governor and the requesting agency. This requirement does not apply to the Board of Regents or universities if they use the aircraft primarily for education.
