The law excludes small drones and unmanned aircraft from this consultation requirement.
The amendment changed "when" to "prior to" for timing clarity, changed "including" to "excluding" for unmanned aircraft, and added an exemption for higher education institutions if the board determines primary aircraft use is educational.
