South Dakota is overhauling its industrial hemp regulations by eliminating most of the old licensing and regulatory requirements and replacing them with a streamlined system. The bill keeps basic definitions and licensing for hemp growers and processors but removes about two dozen detailed provisions covering things like application procedures, inspection requirements, and penalties. The new law clarifies what types of cannabinoids are allowed (including those made through natural processes and topical creams) while maintaining state oversight through the Department of Agriculture and Natural Resources.
