There is appropriated $6,000,000 from the general fund, to the South Dakota 5 Board of Technical Education, for the purpose of building an advanced manufacturing 6 laboratory space and classrooms on the campus of Southeast Technical College. 7 Section 2. The moneys appropriated in section 1 of this Act are contingent upon Southeast 8 Technical College receiving $18,000,000, or as much as is necessary to complete the project, 9 from gifts, grants, donations, or any other source, and upon no bonds being issued for the 10 project. 11 Section 3. The administration of the design and construction of the project authorized in this 12 Act shall be under the general charge and supervision of the Bureau of Human Resources and 13 Administration, as provided in chapter 5-14. 14 Section 4. The secretary of the Department of Education shall approve vouchers and the 15 state auditor shall draw warrants to pay expenditures authorized in this Act. 16 Section 5.
