The law defines service animals narrowly as dogs trained to perform specific disability-related tasks, excluding emotional support animals and pets whose only purpose is to comfort someone. This closes a loophole that allows people to fraudulently bypass restrictions on animals in businesses, restaurants, and other public spaces.
