School districts can no longer impose an excess tax levy (an additional property tax for general operations) with just a two-thirds vote of the school board—they now must hold a public election to get voter approval first. The bill keeps existing rules about announcing the tax increase in newspapers but adds the requirement that voters get a say before any new excess tax levy takes effect.
