This bill clarifies the process for utility companies and other entities with power of eminent domain to examine private property when the owner refuses permission. Instead of allowing unrestricted access, the bill now requires 30 days' written notice with specific details about what will be examined, when, and for how long, and limits these examinations to cases where the entity has a pending or approved permit application with the Public Utilities Commission.
