South Dakota now requires excavators to notify the one-call center at least 48 hours before digging, with the clock starting at 12:01 a.m. the day after notice is given (excluding weekends and holidays), and utility operators must mark underground facilities within 18 inches of where they're located within that same timeframe. The bill allows the state board to shorten this notice period for emergencies or to lengthen it for non-excavation requests, and requires operators to respond by whichever comes later: the 48-hour deadline or the excavator's stated start time.
