Mr.
Chair, you have a quorum.
Thank you, Madam Secretary. We have a quorum. The chair would entertain a motion to approve the minutes of our November 12th, 2025 meeting.
So moved.
Moved by Mehlhaff, seconded by Muckey to approve the minutes. All those in favor will say aye.
Aye.
Those opposed, nay. Minutes are approved. Okay, first up on our agenda is the assignment of agency rules. Um, would anybody like to change any of the assignments that we had? From last interim. I'm okay just leaving them as they are. Everybody good with that?
Yes.
Okay, let's take a look at the— we'll leave them as they are.
Good?
Okay. Let's take a look at the interim meeting schedule. That is kind of in the midway point of your packet. As you all know, we typically meet Every Tuesday. Any of these dates jump out as problematic to anybody?
October 5th and 6th.
Okay.
May 11th.
Okay, I did not bring a pen.
Thanks.
October 5th and 6th. May 11th doesn't work?
Right. Okay.
April 13th. Okay, that's fine. Anything else?
What was yours? April? April 13th.
Okay.
And June 2nd was yours, Senator? Yeah. Did you say just—
no, I'm just— I'm still looking at it. No. Can we have a second?
No.
Yep, sorry. Yeah, no rush.
Oh, you said just a second. Yeah, you said June second. Exactly. I have that in common with Kolek.
Okay, so how about, how about I'm just gonna roll through all these Tuesdays? Or in other words, we could do all the Tuesdays except for the Tuesday in October. We would do Monday the 12th.
Possibly April 7th. I have a dentist appointment at 11:45. We're usually out by then, aren't we?
On the first one, I mean, yeah, how many rules packets do we have for the first one?
6.
6.
Ooh, maybe we better do that one.
Cutting it a little close. But—
What's that? Do that one April 6th? I think so.
April 20th too.
I mean, you can—
Oh, sure.
April 20th.
That'd be fine with me. Does that work? Is that good? Does that work for everybody?
I believe so. Yep.
Okay, so it would be Tuesday, April 20th.
Mr. Chair, is that the 21st you mean?
Oh, 21st. 21st. Okay, thank you.
April 21st. Yeah.
Okay, so we would have Tuesday, April 21st, Tuesday, May 5th, Tuesday, June 9th, Tuesday, July 14th, Tuesday, August 18th, Tuesday, September 8th, and Monday, October 12th.
Would you run through those again, please?
Yep.
I'm sorry.
So we got Tuesday, April 21st, Tuesday, May 5th, Tuesday, June 9th, Tuesday, July 14th, Tuesday, August 18th, Tuesday, September 8th, and Monday, October 12th. Good?
Yep.
You good with that, Senator Mehlhoff?
I believe so.
Okay.
I'm going to double-check.
Okay.
Okay.
All right, we'll roll with those days. Okay, next up, service of rules— electric versus hard copy or both. I would still prefer to do both. Same with Senator Howard. Same with Representative Muckey. Okay. Same with Senator Larson.
I get by pretty good with the electronic.
Okay.
So no changes for anyone here? And then we'll just leave DeGroot as he had it?
Yeah.
Yep.
Actually, I can do just— I can do the e-copies only.
Okay.
I have so many rules packets still sitting around my house.
I know, it makes great scratch paper for the kids to color on. That's true, yeah. That's what you— the double-sided ones you make paper planes out of. Yeah. Okay, staff report. Mr. Goetz.
Mr. Chairman, thank you. Justin Goetz, Code Counsel. I won't belabor this more than to say that I sent out the report here. It's 2 pages earlier to the membership. And if you have any questions about it, let me know. We can speak whenever. The high points are SB 133, and it's now before the governor's office, before the governor's desk, and also the addition potentially of a new assistant code counsel. So thank you so much for your willingness to serve another interim.
Well, thank you. We appreciate that. Okay. Well, we are required to ask for public testimony. So is there any public testimony? She moves to adjourn. Okay. Yeah, okay.
Yeah.
Okay. Anything further for the committee, Mr.
Chair?
Representative Muckey, I move we adjourn. Motion made by Representative Muckey, seconded by Senator Howard, that we adjourn. All those in favor of adjournment will say aye. Those opposed, nay. We are adjourned.

Staff Report
Mr. Justin Goetz, Code Counsel, advised committee members that at least fifty bills were introduced during the 2026 Legislative Session related to rulemaking authority, whether adding, revising existing, or repealing the authority. Of these, twenty have passed both chambers. The two interim committee bills adopted by the committee - Senate Bill 56 and Senate Bill 57 - have been signed by the Governor and shall become law on July 1, 2026.
Also signed by the Governor and substantially impacting the chapter 1-26 rulemaking process is Senate Bill 133. The bill creates a new filing for all rules - the regulatory impact analysis - and expands the actions the committee can take if a rule packet constitutes a major rule.
Mr. Goetz reported that, to date, six rule packets have been received for consideration during the 2026 Interim. (07:02.820)
Public Testimony: General Purposes
No public testimony was received.
Adjournment
Representative Muckey moved, seconded by Senator Howard, that the meeting be adjourned. Motion prevailed on a unanimous voice vote of those members in attendance. (08:05.680)
Chair Hansen adjourned the meeting at 2:40 p.m. (CT).
