No ownership inspection fee may be charged for a random inspection of rodeo stock unless the brand inspector determines that the rodeo stock does not match those listed in the inspection certificates attached to the permit, or unless in the judgment of the inspector, either the permit or the attached inspection certificates have been altered, forged, misrepresented, or otherwise tampered with.
