Rulemaking activity
An online wagering system must employ a mechanism that can detect and prevent any withdrawal activity initiated by an account holder that would result in a negative account balance of the account. A hub licensee may not allow an account to be overdrawn unless caused by payment processing issues outside the control of the licensee.
