20:06:46:13Rule of eligibility or individual's premium or

contribution rate. Except to the extent permitted under § 20:06:46:14 or 20:06:46:15, in accordance with §§ 20:06:46:03 to 20:06:46:05, inclusive, a carrier subject to this chapter may not establish a rule of eligibility or set an individual's premium or contribution rate based on: (1) Whether the individual is confined in a hospital or other health care institution; or (2) The individual's ability to engage in normal life activities.
