credit for residential service. To establish or reestablish satisfactory credit for residential service, a utility may require an applicant for service or a customer to comply with the following: (1) Make a cash deposit of not more than one-sixth of the estimated annual bill or increase an existing deposit to that level; (2) Provide a guarantor in accordance with § 20:10:19:06; or (3) Be placed on an early payments list in accordance with § 20:10:19:05. The utility must give notice not less than 15 days preceding the day a deposit, guarantor, or early payment is required. If a customer does not pay a bill in full, the utility may require that customer to comply with the agreements clause in subdivision 20:10:20:03(4).
