There is hereby established an ethics committee, the members of which shall function at the will of the board. The purpose of the ethics committee is to issue advisory opinions based upon ethical issues and rule interpretations. These opinions are merely advisory in nature and may not be relied upon in actions brought before the board or the disciplinary committee or in legal proceedings.
