An applicant for a sewer and water installer's license shall show evidence of two years of experience as a sewer and water installer apprentice in South Dakota. An applicant for a sewer and water contractor's license shall have one year's experience as an installer in South Dakota. All applicants shall show that their work complies with the state plumbing code, article 20.54. Proof of experience shall be shown by affidavits which the commission may investigate. The commission shall provide applicants with forms. If the application is rejected, the matter shall be treated as a contested case.
