applicants. Applicants for a sewer and water installer or contractor's license from out-of-state may take the examination upon showing by affidavits that the applicant has the experience in the state from which the applicant comes that is required of applicants from South Dakota. The commission shall provide forms. The secretary-treasurer shall investigate the truth of the affidavits. A rejected application shall be treated as a contested case.
