An ambulance service that operates a ground ambulance shall respond to ninety percent of all emergency calls received within fifteen minutes after receiving the call. The ambulance service shall respond to any emergency call within a maximum of twenty minutes after receiving the call. For the purposes of this section, "respond to," means the ground ambulance is enroute to the location where emergency medical services have been requested.
