The division shall conduct a biennial review of services and operations of providers, and their subcontractors, if any, that includes: (1) A review of compliance with the requirements of this article for providers; (2) A fiscal review by the department's Division of Budget and Finance; and (3) A review of services provided to a representative sample of participants.
