The first month's assistance payment is prorated based on the date of application. The payment level is computed by: (1) Subtracting the date of application from thirty-one; (2) Multiplying the result by the full month's benefit; and (3) Dividing the total by thirty. An assistance unit that applies on the thirty-first of the month is considered to have applied on the thirtieth of the month. For purposes of this section, a month is thirty days.
