eligible for reimbursement -- Out-of-state. An out-of-state facility is eligible for reimbursement if the following requirements are met: (1) The facility has a residential treatment program for children under the age of 21; and (2) The facility is a psychiatric residential treatment facility accredited in the area of behavioral health care by the Joint Commission, the area of residential treatment services by the Council on Accreditation, or the area of behavioral health or child and youth services by the Commission on Accreditation of Rehabilitation Facilities.
