Rulemaking activity
for award. In determining whether to award a loan, the commission shall consider the following factors: (1) The availability of other funding for the proposed project; (2) The likelihood the proposed project will foster and support economic development; (3) Whether a highway emergency exists; and (4) The ability of the local government to repay the loan on terms satisfactory to the commission.
