locations of large-capacity wells. The spacing of large-capacity wells, within or without a special groundwater control area, shall be controlled to assure domestic use and other prior water right water supplies in adequate wells. Spacing of large-capacity wells will be a criterion applied by the board in determining the availability of unappropriated water when considering individual applications for permits to appropriate groundwater.
