special groundwater control areas authorized -- Criteria. Where water withdrawals from an aquifer or portions of an aquifer are approaching the limit of average annual recharge or are causing chronic interference among wells, are resulting in excessive aquifer water surface drawdown, or are otherwise inhibiting optimum use of groundwater for beneficial purposes, a special groundwater control area, covering the aquifer or portions thereof, shall be established by the board.
