establishing special groundwater control areas -- Notice -- Hearings. A special groundwater control area shall be designated initially by the board in terms of land area descriptions which overlay an aquifer. The described area shall be published pursuant to SDCL 46-10A-4. The board shall review the initially designated area considering information brought forth by the public hearing and may establish a special groundwater control area, if necessary.
